decodeStoreCall(args, onCompletion?): null | StoreOp

Decode one call to a store from its application args and on-completion. Returns null for calls that neither write nor matter to the history (get, unknown selectors, bare NoOp). Creation is detected by the caller (createdApplicationIndex), since the create call is bare.
